It is the policy of the Village Shuttle to ensure that our transportation programs and activities,
normally provided in English, are accessible to Limited English Proficiency (LEP) persons and thus
do not discriminate on the basis of national origin in violation of the Title VI prohibition against
national origin discrimination (last amended December 7, 2015 by Resolution No. 30, Series of
2015.). The TOSV Village Shuttle will, to the maximum extent feasible in its official deliberations
and communications and community outreach and related notifications, provide appropriate
alternative non-English formats for persons with LEP to access information and services provided.

The TOSV Village Shuttle has developed a LEP Plan (Appendix B) in response to federal
requirements included under Section 601 of Title VI of the Civil Rights Act of 1964 (42 U.S.C.
2000d), which provides that no person shall “on the grounds of race, color or national origin be
excluded from participation in, be denied the benefits of, or be subjected to discrimination under
any program or activity receiving Federal financial assistance.”
In developing the plan, the TOSV undertook a U.S. Department of Transportation four factor LEP
analysis:

  1.  The number or proportion of LEP persons eligible in the Village Shuttle service area who
    maybe served or likely to encounter a Village Shuttle program, activity, or service;
  2.  The frequency with which LEP individuals come in contact with Village Shuttle services;
  3. The nature and importance of the program, activity or service provided Village Shuttle to
    the LEP population; and
  4.  The resources available to the TOSV Village Shuttle and overall costs to provide LEP
    assistance.

The LEP Plan is housed in our Title VI Program Plan document and is an Appendix (Appendix B)
to this manual.
