Rural Alternative for Transportation (RAFT)

RAFT (Rural Alternative for Transportation) is a charitable, nonprofit corporation providing
transportation services through a Volunteer Driver Program for older adults (60+) and
adults with disabilities who cannot drive. We are based in Berthoud Colorado.
Position Objective
Provide executive leadership and implement strategic direction for RAFT while overseeing
all operational, financial, and administrative functions. The Executive Director reports to
the Board of Directors and serves as the primary liaison to municipal partners, including
managing contracts such as the Town of Berthoud transportation services agreement.
Essential Duties and Responsibilities
- Provide overall leadership, vision, and direction for RAFT operations and long-term
growth
- Oversee all transportation services, including scheduling, dispatch, and service delivery
performance, (must drive clients when needed)
- Recruit volunteers and oversee background checks
- Ensure compliance with federal, state, and local transportation regulations and safety
standards
- Develop, implement, update and maintain organizational policies, procedures, manuals
and operational systems
- Manage the RAFT budget, contract funds, grants, and other revenue sources
- Monitor financial performance, input financial spreadsheets and ensure fiscal
accountability and sustainability
- Manage and timely process payroll for employees, process reimbursement checks for
volunteer drivers
- Serve as primary contact for municipal, county, state and federal contracts and ensure
compliance with all agreements
- Build and maintain partnerships with local municipal, county, state and federal agencies,
nonprofits, and community stakeholders
- Hire, supervise, and evaluate staff, including operations personnel and drivers
- Develop staff training programs focused on safety, customer service, and regulatory
compliance
- Oversee fleet management, including maintenance, replacement planning, and insurance
- Lead fundraising efforts, including grant writing, donor development, and public funding
opportunities
- Prepare reports and present updates to the Board of Directors
- Represent RAFT at community meetings, events, and regional coordination efforts
- Ensure accurate data collection, reporting, and documentation of services
- Address operational issues, service disruptions, and organizational risks
- Support and promote a positive organizational culture and mission-driven service delivery
- Along with Board Chairperson coordinate and schedule monthly Board meetings
Necessary Knowledge, Skills, and Abilities
- Strong leadership and organizational management skills
- Excellent written and verbal communication abilities
- Strong financial management and budgeting skills
- Ability to build and maintain professional relationships with diverse stakeholders
- Knowledge of transportation systems, nonprofit management, and regulatory
requirements
- Ability to think strategically while managing day-to-day operations
- High level of problem-solving, decision-making, and adaptability
- Proficiency in Microsoft Office Suite and ability to learn operational software systems
- Ability to work effectively with diverse populations and maintain professionalism
Desired Training and/or Experience
- Executive or senior leadership experience in nonprofit, transportation, or public sector
organizations
- Experience managing government or municipal contracts
- Grant writing and fundraising experience
- Budget development and financial oversight
- Supervising staff and organizational development
- Knowledge of rural or community-based transportation systems
- Familiarity with DOT, ADA, and related regulatory frameworks
Hours and Schedule
Full-time (approximately 40 hours per week); primarily office-based with required
attendance at meetings, community events, and occasional evening or weekend
commitments.
Pay
Range 55K -72K year, commensurate with experience.

The Colorado Department of Transportation (CDOT) is starting final design work to build a Bus Rapid Transit (BRT) route on Federal Boulevard. Federal Boulevard is one of the busiest transit corridors in Metro Denver and currently buses on the corridor experience significant delays, resulting in long travel times. The goal of the BRT project is to reduce travel times and improve reliability, and requiring constant collaboration with local partners, property owners, business owners, and more as it spans up to 18 miles of Federal Boulevard from 120th Ave in Westminster to Dartmouth Ave in South Denver. About the Position
CDOT has a vacancy for a licensed Professional Engineer to provide transportation engineering construction oversight and expertise, while serving as the point person for the Federal Boulevard BRT project’s construction. This is a multi-year, extensive project that spans one of the busiest transit corridors in Metro Denver and will use the Construction Manager/General Contractor (CM/GC) alternative delivery method.
Required Licensure and Experience:
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors;
AND two (2) years of professional experience in transportation engineering construction of which one (1) year must have been as a licensed professional engineer.

The Yampa Valley Regional Transportation Authority in Craig, Colorado is seeking its first Executive Director to lead this newly formed public transportation agency. Located roughly three hours northwest of Denver, the Yampa Valley is a scenic mountain region shaped by the Yampa River and home to nearly 39,000 people. Sitting at an elevation of roughly 6,700 feet across Routt and Moffat counties, the valley is characterized by working ranchlands, mountain towns, rugged peaks, and broad stretches of public land.
THE YAMPA VALLEY REGIONAL TRANSPORTATION AUTHORITY
The Yampa Valley Regional Transportation Authority (YVRTA) is a newly established regional transportation authority serving communities across Routt and Moffat Counties in northwest Colorado. Created under Colorado statute, its mission is to provide sustainable, equitable, and efficient transportation connecting residents, workers, and visitors throughout the Yampa Valley.
Following voter approval in 2025, YVRTA was formed through an Intergovernmental Agreement among its six constituent members: Routt County; the Towns of Hayden, Yampa, and Oak Creek; and the Cities of Craig and Steamboat Springs. The Authority is governed by a six-member Board of Directors, with one representative from each member jurisdiction, reflecting its collective intent to foster collaboration and consensus-based governance. The Executive Director will be YVRTA’s first employee and will build the organization’s operational, financial, and administrative foundation. YVRTA anticipates serving approximately 34,000 residents across a potential network spanning roughly 110 miles of roadway.
THE EXECUTIVE DIRECTOR
Reporting to the YVRTA Board of Directors, the Executive Director will serve as the Authority’s founding chief executive and lead the organization from start-up. Working closely with the Board, the Executive Director will establish YVRTA’s culture, strategic direction, administrative systems, financial framework, and approach to regional service delivery. The position is based in Craig and requires frequent travel and sustained engagement throughout the service region.
