FTA Promulgates Public Transportation Safety Plans and Certification Rules

​CASTA ​m​embers will be pleased to learn that the FTA ​ has released their rules on Public Transportation Safety Plans and Public Transportation Safety Certification Training. Thanks to the persistence and advocacy efforts of our national partners, ​the rules were right-sized for various sizes of agencies.

– Rural transit providers:  The rule does not apply to operators of public transportation systems that only receive federal funding from the 5310, 5311 or both 5310/5311 programs.

 Large urban transit providers and those agencies operating rail:  Must develop their own plans, have the plans approved by their Boards of Directors (or equivalent authorities), and certify to FTA that those plans are in place and comply with this part. ​

– Small urban transit providers: (agencies operating 100 or fewer vehicles in peak operation and does not operate rail). The State must draft and certify a Public Transportation Safety Plan.  The small urban provider may opt to draft its own plan, but the burden is still on the State to provide a plan.  In each instance, the transit agency must carry out the plan.

To explain the safety rules and their applicability to transit agencies, FTA will host a webinar series from July through September. The series kicks off tomorrow with an overview webinar, followed by sessions specific to the agencies who must comply with PTASP and PTSCTP. Webinars will be held by mode, although participants are free to choose dates that best fit their schedules.
