Description:

The San Miguel (Colorado) Authority for Regional Transportation (SMART) composed of member jurisdictions of San Miguel County and the Towns of Telluride and Mountain Village seeks candidates to serve as the first Executive Director of the newly created transportation authority. The Authority serves a dynamic, progressive resort community surrounded by beautiful mountains, plateaus, and ranch lands. Located in Western Colorado, the region is rich in history and includes the world class Telluride Ski Resort. Residents enjoy excellent schools, high quality municipal services, and access to extensive public lands. Easily accessible outdoor activities include hiking, biking, fishing, hunting, skiing (both nordic and alpine), snow shoeing, and four-wheel driving. Numerous festivals and social activities are also available.

In November 2016, voters approved establishment of the Authority funded from a .25% sales tax and a .75 mill levy property tax within its boundaries. State and Federal grant monies and potentially contracts for services are also envisioned to be part of its revenue mix. SMART is governed by a six-member Board of Directors composed of two elected officials from each of the three participating governments. The Executive Director is appointed by the Board and is responsible for implementation of Board goals and policies and management of programs and services under its jurisdiction.

Candidates must have the following:

• Successful overall management of a general municipal organization and/or management of transportation operations with the desire to develop and implement innovative approaches to the current mix of transportation services.
• A collaborative, consensus-building, visionary with approachable personal style with elected officials, residents, businesses and employees.
• Extremely well-developed oral and written communication skills.
• A bachelor’s degree
• 5-7 years of increasingly responsible transit executive level experience.
o Assistant Director experience in a larger transit system will also be considered as will any combination of education and experience that demonstrates the ability to perform at an executive level.
o A Master’s degree in public administration, business administration, engineering, planning or other advanced executive level training is desired.

Description: Position Summary:

The Signal Maintainer is responsible for the inspection, maintenance, testing and repair of signal system components including highway grade crossing equipment, switch machines, train-to-wayside communication systems, vital/non-vital processors, wayside detection devices, and other signal and communication apparatus in accordance with state regulations and FRA Parts 234 and 236.

Description of Duties:

• Perform required safety inspections and tests of signal system components and train control equipment in accordance with state regulations and FRA Parts 234 and 236
• Perform preventive maintenance of signal system components and train control equipment in accordance with state regulations and FRA Parts 234 and 236
• Respond to reports of signal system and train control problems and troubleshoot, diagnose and correct malfunctions
• Comply with all safety rules and instructions including the use of proper personal protective equipment and Roadway Worker Protection
• Document and report work and inspections in accordance with railroad, state, and FRA requirements Maintain up to date and accurate records of inspections, repairs, calibrations, and tests in the Asset Works Linear Focus module
• All other duties as assigned

Qualifications:

• Must have a High School Diploma or GED. Associates Degree in Electronics or Electrical Technology or equivalent technical background gained through military or on-the-job training preferred
• Successful completion of a Signal Training Program sponsored by a qualified organization preferred Minimum two years experience with microprocessor based equipment to include operation, programming, diagnosis and repair
• Minimum two years experience in the field of railroad signaling and train control inspection, maintenance and repair
• Demonstrated ability to work under tight schedules and deadlines while maintaining system quality and reliability
• Ability to prioritize and accomplish multiple tasks with minimal supervision
• Must be able to work scheduled overtime and be available for non-scheduled emergency call outs outside of assigned work hours

Description: Summit County, Colorado is seeking a seasoned public transportation management professional to direct the operation of the Summit Stage Transit system. Based in Frisco, Colorado, the Summit Stage is the third largest rural transit agency in the nation and provides public transportation services to the communities in Summit County, Colorado, as well as four world-class ski resorts of Breckenridge, Copper Mountain, Keystone and Arapahoe Basin.

The ideal candidate will combine strong public transportation and management expertise with exceptional interpersonal skills. Must have excellent written and verbal communication skills, strong presentation skills and the ability to maintain composure and professionalism in stressful and/or difficult situations. Strong organizational skills and the ability to multi-task are required. Individual must be self-directed, highly organized, flexible, detail oriented and have the ability to manage a very busy and ever changing work environment. Critical thinking, developing solutions and improving existing programs to meet the changing needs of the organization are an important aspect of this position. The position requires a dynamic leader.

The essential duties of the position are as follows:
•Oversee all functions within the transit department for fixed route and Paratransit operations;
•Formulate, recommend and implement strategic direction for the Summit Stage;
•Prepare and oversee annual operating and capital budgets of over $10M;
•Prepare long range operating and capital forecasts for the Summit Stage;
•Prepare monthly and annual reports for the Summit Stage Advisory Board and Board of County Commissioners;
•Coordinate with Colorado Department of Transportation (CDOT) and Federal Transit Administration (FTA) on application and administration of state and federal transit grants and other transportation programs;
•Direct department operations to ensure compliance with regulatory requirements;
•Oversee vehicle preventive maintenance program to ensure vehicles are maintained in a safe and effective operating condition.
•Coordinate contracted fleet vehicle maintenance and planned fleet replacement.
•Facilitate and participate in Transit Department meetings to identify issues, develop solutions, make recommendations and to support the staff.
•Perform personnel functions (i.e. interviews, evaluations, supervision, counseling, discipline, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving department objectives within budget;
•Collaborate with internal and external personnel for the purpose of implementing and/or maintaining services and programs;
•Respond to emergency situations during and after standard hours and on holidays to resolve immediate safety concerns;
•Write, amend and administer policies and procedures to ensure compliance with established statues and requirements or regulatory agencies (i.e. CDOT, FTA, ADA, Board of Commissioners);
•Counsel and recommend discipline and termination of staff;
•Evaluate performance of Supervisors and Administrative staff;
•Participate in Union negotiation process and administer terms and conditions of the collective bargaining agreement. Respond to employee grievances as needed;
•Effectively communicate transportation philosophies and adhere to the policies and standards set forth;
•Maintain appearance of all facilities and vehicles in such a manner as to enhance the prestige and dignity of the department;
•Seek funding sources by writing and submitting appropriate grant applications for funding operations, vehicles, facilities and equipment procurement. Complete all reports as required by funding sources;
•Possess a clear understanding of the overall operation to meet the needs of passengers and employees;
•Monitor customer service and satisfaction;
•Work with local agencies to provide efficient public transportation services.

Knowledge, Skill and Abilities:
•Provides dynamic leadership by setting expectations, training, mentoring and coaching staff to meet the mission and goals of department.
•Ability to work independently and with a team.
•Capacity to plan, develop and implement various Transit programs.
•Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
•Ability to effectively present information and respond to client questions.
•Ability to administer Transit operating contracts, including direction and supervision of operations, financial matters, performance and maintaining working relationships with operating companies.
•Competence to improve operations, decrease turnaround time, streamline work processes and work cooperatively and jointly with Transit staff.
•Capacity to relate to and work well with staff.
•Extensive experience supervising, training and providing on-going staff development.
•Experience in public or private sector transit systems management, including experience in transit operations and planning.

The ideal candidate will be a dynamic leader who possesses a four-year degree from an accredited college or university in transportation, logistics, planning, business administration or public administration and have a thorough knowledge of FTA guidelines, programs and reporting requirements and experience working with Unions. Additionally, qualified candidates should possess a minimum of five years progressively responsible management experience at a public transportation operation or a resort area transportation operation. A combination of education and experience may be considered in lieu of a four-year degree.

Salary Range: $2653.00 -$4115.00 bi-weekly, DOQ with a competitive benefits package
